2 officer-involved shootings being investigated

FRANKFORT (KT) – Kentucky State Police (KSP) are conducting investigations into two officer-involved shootings by local law enforcement agencies that took place over the weekend, one in Powell County and the other in Breckenridge County.

The KSP Morehead Post says it was requested by the Irvine Police Department (IPD) Saturday afternoon to investigate an officer-involved shooting in Powell County, concluding an incident in Estill County and ended in Powell County.

During an investigation, IPD initiated a traffic stop on a 2007 Chevrolet Trailblazer on KY 82 in Estill County. The operator failed to stop, and a chase ensued. IPD pursued the vehicle on KY 82 crossing over into Powell County. After entering Powell County, the vehicle turned onto Little Brush Creek Road, where the operator lost control of the vehicle and struck a snowbank.

As the officer approached the vehicle, the suspect brandished a handgun. Officers gave the individual several loud verbal commands to drop the weapon, and the suspect did not comply. At some point, the officer fired his agency-issued service weapon, striking the suspect in the shoulder. The suspect fled into a nearby wooded area. A perimeter was established, and officers began negotiations with the suspect, who later surrendered without further incident and taken to Clark Regional Hospital by Powell County EMS for medical treatment.

The suspect identified as Sommer L. Arvin, 44, of Irvine, Ky. was treated and released from the hospital for non-life-threatening injuries. She has been charged with operating on a suspended driver’s license, Fleeing or Evading Police (motor vehicle), and Wanton Endangerment 1st degree.  

Meanwhile, the KSP Post in Elizabethtown was requested by the Breckinridge County Sheriff’s Office (BCSO) to investigate a shooting that also occurred on Saturday, this time in Breckinridge County, north of Hardinsburg.

Initial findings are that two BCSO deputies responded to a call of a domestic incident at a residence near the 2100 block of KY 2779. As deputies arrived at the residence, the subject fired, striking two cruisers. One of the BCSO deputies was struck and received non-life-threatening injuries. The subject then fled the residence, believed to be armed, into an adjacent wooded area.

Julio Morales Ceballos, a.k.a. Julio Morales, 53, of Hardinsburg, was captured on Sunday by local police and charged with  attempted murder of a peace officer, possession of a firearm by a convicted felon and assault fourth-degree domestic violence-minor injury.
